Five is a full set. That's two for the ankle cuffs, two for the wrist cuffs, and one for the collar. I suppose gold wouldn't be as sturdy as steel, but maybe they're just decorative.
Actually got to wear them again this summer after they'd been locked in the chest for years. Kids were away at a day camp.
